Minutes from the Fairfield Hills Master Plan Review Committee meeting
on Tuesday, July 26, 2011 at the Senior Center

In attendance: Robert Maurer, Nancy Roznicki, Paul Lundquist, Deborra Zukowski, Alan Shepard, Ben Roberts.

Robert Maurer called the meeting to order at 7:10 PM.
Public participation: no members of the public were present at the opening of the meeting.

Deborra Zukowski read section 1 of the Executive Summary, the vision statement. She then moved to accept the section as read. Alan Shepard seconded the motion. Discussion on this item led to the proposed addition of a brief new paragraph as an introduction to the vision statement. Deborra Zukowski accepted this change as an amendment to the original motion. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski read section 1.1 of the Executive Summary, the supported uses. Alan Shepard moved to accept the section as read. Ben Roberts seconded the motion. Discussion on this item led to a few minor changes being proposed. Alan accepted these changes as amendments to the original motion. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski read section 1.2 of the Executive Summary, the potential cohesive themes. Paul Lundquist moved to accept the section as read. Deborra Zukowski seconded the motion. Discussion on this item led to a few minor changes being proposed. Paul accepted these changes as amendments to the original motion. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski read the first process recommendation in section 2.1, on transparency. She then moved to accept the section as read. Alan Shepard seconded the motion. Discussion on this item followed, but no changes were suggested. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski read the second process recommendation in section 2.1, on continued public participation. Alan Shepard moved to accept the section as read. Paul Lundquist seconded the motion. Discussion on this item followed, and led to a few minor changes being proposed. Alan accepted these changes as amendments to the original motion. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski read the third process recommendation in section 2.1, on the eventual drive toward a single town-wide plan.  Paul Lundquist moved to accept the section as read. Alan Shepard seconded the motion. Discussion on this item followed, and led to a few minor changes being proposed. Paul accepted these changes as amendments to the original motion. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski read the first implementation recommendation in section 2.2, on leasing and selling. Alan Shepard moved to accept the section as read, and Paul Lundquist seconded the motion. Discussion on this item followed, with committee members expressing a range of different positions on the potential sale on a portion of the land. Since there did not appear to be a likely consensus on this item, Bob Maurer moved that the original motion be tabled, and Alan Shepard seconded the motion. All but Ben Roberts voted to table the motion.

Deborra Zukowski read the second implementation recommendation in section 2.2, on demolition. Nancy Roznicki moved to accept the section as read. Alan Shepard seconded the motion. Discussion on this item followed, and led to a few minor changes being proposed. Nancy accepted these changes as amendments to the original motion. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski read the third implementation recommendation in section 2.2., on infrastructure review. She then moved to accept the section as read. Nancy Roznicki seconded the motion. Discussion on this item was opened, and no changes were proposed. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski read the fourth implementation recommendation in section 2.2., on replacing the broad-brush Adaptive Reuse Zone with a more fine-grained zoning map. Paul Lundquist moved to accept the section as read. Ben Roberts seconded the motion. Discussion on this item followed, leading some minor changes being proposed. Paul accepted those changes as amendments to the original motion. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski read the fifth implementation recommendation in section 2.2, on designating the High Meadow as a protected area. Paul Lundquist moved to accept the section as read. Deborra Zukowski seconded the motion. Discussion was opened, and no changes were proposed. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski read section 3.3, on the uses not recommended for inclusion in the Master Plan. Nancy Roznicki moved to accept the section as read. Alan seconded the motion. Discussion on this item followed, leading to some minor changes being proposed. Nancy accepted those changes as amendments to the original motion. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski returned to section 2.2, and read an implementation recommendation solely on leasing. Alan Shepard motioned to accept the motion as read. Paul Lundquist seconded the motion. Discussion was opened, and no changes were proposed. The motion was put to a vote, and was accepted unanimously by all six members present.

Deborra Zukowski read another implementation recommendation from section 2.2, this one solely on selling. Deborra Zukowski then moved to accept the section as read, and Bob Maurer seconded the motion. Discussion on this item followed, with no likely consensus being found on the issue of recommending that the sale of a portion of the land be considered at some point in the future, or recommending that it NOT be considered at all. Bob Maurer then moved that the original motion be tabled until the next meeting, and Paul Lundquist seconded the motion. The motion was put to a vote, and was accepted unanimously by all six members present.

Bob Maurer proposed scheduling the next meeting for Wednesday August 3rd, and this date was agreed upon by all members present.

Public participation: No members of the public were present at the close of the meeting.

Bob Maurer moved to adjourn the meeting at 9:40PM, and Nancy Roznicki seconded the motion. The motion was put to a vote, and was accepted unanimously by all six members present. Meeting adjourned.
